If the device is not able to see the latest version maybe you have some changes where device is not compatible (but still rating should be visible)Īpart from these, I found 1 other thing when you have multiple email login and you have joined with Beta from and you are checking inside than it will not allow giving ratings.If you leave from beta than Playstore takes some time make it normal.This is because of either Playstore issue or cache issue.
